错误原因

向分区方式为 VALUE 的分布式数据库写入数据时，如果有数据不在已有分区方案内，且配置参数 newValuePartitionPolicy 为 fail，该异常抛出。

解决办法

1. 设置 newValuePartitionPolicy 为 add，从而自动新增分区。
2. 设置 newValuePartitionPolicy 为 skip，从而跳过不在已有分区方案中的数据，被跳过的数据不会被保存到数据库。
3. 写入数据前，先通过 addValuePartitions 函数预先添加相应的分区方案。
