错误原因

高可用流表必须在集群模式下启用，同时要配置高可用的 Raft 组。如果 server 在没有启用高可用流表功能的情况下使用该功能，则会报错。

解决办法

在服务器配置中加入流表高可用分组的配置并重启集群。
